move location of call to init_locals so it gets called by smbd.

This may not be the correct fix for getting print commands initialized. I'm
still looking over what save_defaults is really doing. I don't know what
effect this will have on other commands like smbmount and smbclient but
I wanted to check this in so people could do some testing. This does
fix the printer stuff on my setup.
