oh, i forgot.  just in case this nt5-join-domain fiasco was related to lsa
failures, i implemented a proper policy-handle allocation scheme.  up
until now, we've been getting away with returning policy handles of
0x00000000010102030405060708090a0b0c0d0e0f :)
