Added a new flag, FLAG_DOS_STRING, to the parameters array which specifies
a string read in UNIX character set format which should be converted to
DOS codepage format when being read from the smb.conf.
This allows things like share names, comments etc. to have accented
characters and for them to be seen corretly by Windows clients.
(It seems to work too :-).
