Issues

renamed some of the NETLOGON functions which happened to be called lsa ones
by mistake.  renamed SAMR_CLOSE to SAMR_CLOSE_HND.

added the SAMR_UNKNOWN_3 command to smbd, which appears to be a request for
the user's SIDs.  haven't made up my mind what it's called yet.  i think
it's SamrQueryInformationUser, but that's already taken.
