Sounds as if the catb.org domain registration expired and got bought
by someone unrelated to the original owner.  The wonder is that the
previous content is still there.

That article must be mirrored and/or archived in dozens, if not
hundreds, of other places.  Maybe someone (ahem) sane can find a
better target for the link.
