protect-decmpfs not available anymore in 3.1.3

Hello,

I did not find much information about this bug/problem on the rsync webpage so I ask it here :

with 3.1.3, the option --protect-decmpfs is not available anymore.
I rolled back to 3.1.2 and it works.

Is it a known bug or should I file in a report ?
