[Bug 9997] File listed only whose attributes have changed for single '-v' option

afaik that statement (yes, I see it in the man page too) is simply
wrong.  Rsync lists any file that it does anything other than skip.
IMO that is what it should do.  A change of an attribute is a change
that depending on options can result in a completely new file.
Therefore it is listed as it should be.
