--delete not working

Actually that is the problem. SOME_FOLDER is /usr/include/sys which is
being ignore because of the sys/* exclude.
Now i have another problem , how can i exclude the /sys , /proc and
/dev for being synced? if i put

rsync -avzhH  --delete --exclude /proc/* --exclude /dev/*  --exclude
/sys/*  /  root at server2:/
or
rsync -avzhH  --delete --exclude /proc/ --exclude /dev/  --exclude
/sys/  /  root at server2:/

i can see lots of errors trying to sync files in those folders folder.
