Check out the preallocate.diff in the rsync patches -- it adds an option
that lets you choose to preallocate (you can browse the patches on the web
if you click on one of the "tree view" links on the download page of the
rsync website).  The --preallocate option will probably be added to 3.1.0
soon -- I think the patch is in good shape now.
