Rsync from a third host?

I do prefer to get the Host-B to Host-C working.

When I enter "rsync -navze ssh /test user at Host-C:" in a shell I am first
prompted to accept the key, then I am asked to enter the password for Host-C
and then I get:

insecure -e option not allowed.
This account is restricted by rssh.
Allowed commands: scp sftp rsync
If you believe this is in error, please contact your system administrator.
rsync: connection unexpectedly closed (0 bytes received so far) [sender]
rsync error: error in rsync protocol data stream (code 12) at io.c(635)
[sender=3.0.2]

The Host-C key is logged on Host-B.

Host-B: rsync 2.3.2, openssh 3.9
Host-C: rsync 2.6.9, openssh 4.3

I am all ears!
