Yes, it is, thanks Matt.  Yesterday I had somehow found an ftp url:

ftp://ftp.samba.org/pub/rsync/old-versions

but the directory appeared to be empty, whereas today it appears to be fully
populated.  Maybe something just went slightly awry when I tried to look at it.
