RSYNC all Directories

How would an RSYNC command look to copy all directories from one machine to
another.

I have tried the following and only get a few directories:
RSYNC --rsh=ssh -rpog / IPADDRESS:/Directory
RSYNC --rsh=ssh -rpog */ IPADDRESS:/Directory
RSYNC --rsh=ssh -rpog /* IPADDRESS:/Directory
