Messages from Bugzilla not appearing on rsync list

Yeah, that is strange that they weren't showing up.  I was getting the
emails directly, so hadn't noticed that the list copies were missing.

FYI, this was a Cc change, and I have the rsync-qa user set to not get
notified about such relatively minor events.  The other cited changes
were all indeed missing from the list (and were not held by the list-
management software).

I have looked into it, and things are now back to normal.  So, I'm going
to ask around to see if someone fixed something.  (Hopefully things will
stay fixed...)
