rsync load problem

Hi all!
Can someone tell me please why 
rsync -avt --whole-file -O --safe-links
causes huge load on receiver. As i know, the only main load causes are
compression (-z) and the deltas calculating (both are disabled in my case).
I must notice that i backup lots of tiny files. Maybe calculating the file
list can be the problem?
How can i solve this?
