Charles,
IMHO, built-in support for dispersed storage is way beyond the scope of
rsync. Just use rsync to access a filesystem on the virtual block
device provided by Cleversafe.
It is true that this won't give you delta transfers. Neither will, say,
Amazon S3. It would be interesting to look into establishing an
interface for storage services to provide checksumming and/or
delta-transfer capabilities to programs like rsync.
