rsync listening interface

I have a server that configured to use rysnc. I wanted rsync to ONLY
listen on 127.0.0.1 . IN my rsncd.conf I have

//
address 127.0.0.1
//

However, when I nmap my server to check, I see that rysnc is listening
on a public interface. Is there some other configuration parameter
that I am missing?
