rsyncing from win1251 to UTF-8

This patch does not completely applied to rsync-2.6.8 source. Some hunks are failed.
As result, compilation terminates with errors like this:

receiver.c: In function ‘handle_delayed_updates’:
receiver.c:300: error: too many arguments to function ‘send_msg’

Is this patch intended to other rsync version? Which one?
