I'm just curious.

Suppose I have rsyncd running on Windows, and want to copy files from there to
a Linux machine.
The problem is that some characters (like German umlauts - Ã¼, Ã¶, Ã¤ etc.) are
changed to ? when saved on the Linux side.

Where should I apply this patch?
rsync on a Windows side? rsync on a Linux side? Both?
