changing bwlimit at runtime.

I am using rsync in a situation where the amount of bwlimit I want to
use changes depending on the time of day.
 
for example, I start rsync at 2am when no-one else is using the system,
so I want it to use 100k/sec. At 9am, it is still running, but as the
bandwidth of the link it's using now needs to be shared with other
users, I would like rsync to only use 10k/sec.
 
Any way of doing this without stopping and restarting it.
