Rsync hangs

I've heard about the buggy Cygwin pipe code many times, but I have never
received a concise explanation of the circumstances under which it
causes rsync to hang.  Does rsync hang whenever it uses a pipe?  Are the
affected pipes those for SSH and the pipe between the receiver and the
generator?  Are there others?
