Do you mean you want to use tcpwrappers to restrict access to an rsync
daemon?  Rsync can already run as a daemon under inetd (see the
rsyncd.conf man page for details), and as far as I can tell, you can
configure tcpwrappers to launch rsync the same way that inetd would.
You shouldn't need to rebuild rsync.
