Behaviour that I don't understand

I have been playing with the hosts allow line

If I put in 

hosts allow =192.168.0.20 192.168.0.21 127.0.0.1

It works from those IP addresses.

if I limit this to (ie remove the specific localhost ip address)

hosts allow = 192.168.0.0/24

It doesn't work (although the exact same configuration line is working on my 
linux server, where I am accessing it from yet another linux machine)

Still puzzled:-(
