Is there any option to check the synchronization is going on ?

Wayne,
Is there any option to check whether the synchronization is going on
between
machine A and machine B ?
Requirement is, I have to check/monitor is there any synchronization
takes place between A and B,
if not, then only i have to allow the machine A to be rebooted by the User.
