include/exclude client/server precedence

Hello list:

Im a new user, poorly skilled programmer and dont understand the precedences 
of rules.

I understand that:

module options override global options

but i cant find the relationship between client options and server options.

What i want is to:

#rsync.conf
[module]
include = outlook.pst
exclude = *.pst *.exe *.com *.mp3 etc...

but as i have experienced, these rules only apply if are repeated as client 
options

Please explain me or give me a link
