How to --exclude /usr/ but --include /usr/local/ ?

In looking at man rsync, it does not appear to both
--exclude /usr/ and --include /usr/local/

because from the man page:
      "If a pattern excludes a particular  parent  directory,  it  can 

       render a deeper  include  pattern  ineffectual because rsync did 

       not descend through that excluded section of the hierarchy."

I start rsync at / and the files I wish to save are in /usr/local
plus /home and some other directories.

Is there a work-around to do this?
