The filter-rule stuff seems rather complex.  I'd prefer to keep it out
of this release and make it available as a patch so more feedback can
be given before it's made a permanent feature.  It's better to get the
syntax, etc., right the first time rather than realize too late that
there was a better way.

The TODO file seems to be in need of an update, as it has several items
that have been fixed.

The NEWS file indicates that the protocol number has been raised to 29,
but there's no mention what feature requires it.  Can that be added?

Since the protocol number is being raised, would this be a good time to
add support for keep-alive?  It requires the generator to occasionally
send a NOP to the sender so that the sender resets its timeout timer.
There's a bugzilla item on this:

I think this should be enabled by default, with a --no-keep-alive option
to disable it if so desired.
