Does it mean to say if i host a RSYNC Server on windows I will be able to backup some files that i wont(or may not) if i mount the same windows drive or folder on a linux machine and do local rsync...
 
Sorry but i cannot think of such locking issues..
can you give an example and point them out,,,

Then you should definitely look into doing that. The only reason you should
ever mount a remote Windows server is if you cannot run rsync server on it
(for whatever reason).
