minimalist rsync on windows

I am trying to use cwRsync, which is a more current solution than the
rsync-minimalist software and still small and easy to use.  However, I
have the same errors regardless.

If I call from a dos window:  
rsync -e "plink.exe -pw *****" file brian at 192.168.0.98:/home/brian/  
should there be a rsync server on my remote machine, (192.168.0.98)
running with a related rsyncd.conf file?  (plink is the command-line
version of ssh in putty.)
