Rsync - expensive startup question

Correct me whilst Im probably wrong... but it  touches one of those 
questions I lowly sysadmin ponder about: would rsyncing on a per file 
basis from a pre-created list, be speedier compared to syncing two areas?

Combining it with find in realtime would probably be slower then just 
syncing two areas is my guess.. but IANAC
