Prepping for a new release (2.5.8? 2.6.0?)

That is encouraging.  My own suspicion is that the bug is at
a lower level but if the Cygwin folk can fix it they'll
deserve some kudos.

I only brought it up because i think the default --rsh
should only change with a 2.x.0 release.  That would mean
change it now, do a 2.5.8, or wait to change it until 2.7.0
which could be years and i think it should be done sooner
rather than later.

I'll start a new thread for the technical details.

I just did a pass on the TODO and it needs work.  I spotted
at least one duplicate.  I'll look into reorganising it and
assigning labels when missing to allow item discussion.
