--delete-excluded by default?

rsync is deleting all the files that match my exclude strings, but I
don't want this to happen and I am not using the --delete-excluded
option. Is this a known problem/feature? The files it is deleting DO
still exist on the sending server.
Here is the command I'm using:
rsync -avzul --delete blue1-eth1::mod1 /home/.sites
and it is version 2.5.5-C1
