AW: ssh + permissions

The command I am using is:

rsync -avx --hard-links --links --ignore-errors --perms --devices
--times --stats --progress -e ssh -u / rsync at host:/dir

and the permissions on the source are not appearing on the destination
and the destination ssh-account has no root-rights.

Should it work like this ?
