You need cygwin (a posix emulation layer for windows)... you can install 
it using http://cygwin.com/setup.exe
Be careful to select the package"rsync" in the category "Net" as it 
isn't installed by default.

(uh.. maybe this one should go in rsync FAQ.. or I guess it already is)
