batch mode maintainability

I have narrowed the changes that break batch mode (even with my patch applied)
down to

    cvs diff -D "2002-01-11 00:00:00 PST" -D "2002-01-11 01:00:00 PST"

So if you run

    cvs update -Pd -D "2002-01-11 00:00:00 PST"

and apply my last patch you should have a working version.

Also, the rsync_flist.* file contents generated differ between these versions.

I'll try to investigate this further, but if anybody else has some bright
ideas please let me know.
