Restore rsync'ed win2000?

Registry is actualyl a hidden file under C:\WINNT\.. something like... 
USER00.DAT if I'm not wrong.
But it and much others aer always "write open" by the OS so you can't 
get a read permission on them unless you shutdown the OS.
