error in rsync protocol data

Running rsync 5.5 in cygwin on top of XP
Using this command line:
rsync  -v -v -v -v -v -r -R -C --delete --delete-excluded --delete-after
--force -t --copy-links ftp.ulatina.ac.cr::splack
/cygdrive/e/software/linux/splack > splackupdt.log

I get either this:
rsync: read error: Connection reset by peer
rsync error: error in rsync protocol data stream (code 12) at io.c(162)

-OR this:
rsync: error writing 4092 unbuffered bytes - exiting: Connection reset
by peer
rsync error: error in rsync protocol data stream (code 12) at
io.c(463)rsync err
or: received SIGUSR1 or SIGINT (code 20) at main.c(784)

I never sent a kill or used winders to kill the process.

I suspect it's due to latency. Here are the last 3 of 15 hops to the
dest server.
 13    76 ms    76 ms    77 ms  200.9.48.158
 14   129 ms   246 ms   122 ms  192.168.1.58
 15   506 ms   695 ms   952 ms  mantra.ulatina.ac.cr [163.178.60.9]

So does anyone have an idea what could be the matter and/or solution ?
