rsync over ssh -l non_root_user to sync /etc/passwd

Greetings,

I am required to use rsync over ssh.  However, sshd is configured with
"PermitRootLogin no" and the files to be synced up are /etc/passwd and
/etc/shadow.  Is there a workaround?
