I suspect so.  It happens on one of my desktops, having Radeon 6450 
card.  If I unplug the HDMI to the second monitor before resuming, it is 
generally OK.  Causes similar problems with a reboot.

OTOH, not an issue on a newer desktop having Radeon 8510G graphics.

I'm running openSUSE 15.2 beta, with Plasma.  Has not cured it.
