[clug] Dual display and resume

Sometimes when I resume in dual display mode, my laptop display is 
disabled and I need to use Plasma's 'Displays' configuration tool to 
reposition the layout and re-enable the monitor.  Is this a known thing, 
and is there anything I can do about it?

The laptop is a Lenovo THinkPad E490, and I have an external monitor 
attached via HDMI.  I'm running Kubuntu 19.10 currently, but it's been a 
problem for older versions as well.

Any clues?
