Replying to my original post:

I switched my parents over to a 25/5 plan on iiNet. Some speeds now:

* Downloading HD video from youtube using youtube-dl: 2.2 MB/s
* Downloading a tarball from my Linode host (New Jersey?): 2.1 MB/s
* Apt-get update using us.archive.ubuntu.com: 1.9 MB/s
* Wget of
http://download.skype.com/linux/skype-ubuntu-precise_4.3.0.37-1_i386.deb: 2.15MB/s
* Wget of http://mirror.internode.on.net/pub/test/100meg.test: 2.8 MB/s

In my opinion these are in the right ball park. Live and learn. Your
mileage may vary :)
