For those of you following along at home...
Turns out the this new-fangled Ubuntu runs xinetd, not inetd - needed to update /etc/xinetd.d/tftpd with correct path and use ‘service … restart’.
Read man page as well about files permissions: just needs “world readable”.
Couldn't resolve an issue with transferring large files.
512MB worked, 2.2GB gave “Access Violation”.
