That's going to be a sticking point with the ISPs, I think.

Assuming they're talking about *all* connections through the ISP, not only
do they have to to *serious* deep packet inspection for this, they're also
going to have to parse out the MIME data.

Likewise.  For the ISPs sake, one would hope "chat" is tightly defined
somewhere!  If they're going to be punished for *not* collecting "chat"
information, they kind of need to know whether that new
Twitter clone which only allows emoticons counts.
