[clug] systemd udev tagging for systemd

I posted this on the Mythtv-users list but so far no help there so I'll
give it a whirl here..
I'm trying to "tag" my DVB tuners so I can detect them with Systemd

So far I can't get the udev rules to fire for my DVB devices on Fedora 17

I'm using the wiki here ==>
http://www.mythtv.org/wiki/Systemd_mythbackend_Configuration

with this line in my  /etc/udev/rules.d/99-mythbackend
SUBSYSTEM=="dvb", TAG+="systemd"

but after reboot I don't see it defined in systemd devices
systemctl | grep dvb
