If your OS is ubuntu then when it boots up there is a screen just before it starts ubuntu with a list of operating system and kernel choices (the grub screen).  There's probably a special key to get to that screen if it doesn't show but I don't know what it would be.  When you get to the grub screen you can choose memtest, it's usually the third from the top.

It might be worth booting into the BIOS and checking that the USB is not turned off and that the CD drive is visible to the BIOS.  The BIOS is nothing to do with the operating system so any computer person worth their salt should be able to help you with it.

You could try booting from a CD.  If it's the operating system that's at fault then the CD drive should work before the operating system loads.  You should be able to boot from the CD.  You might have to get into the BIOS to make it boot from the CD.  If you can boot from a recent ubuntu CD you can see if the hardware works OK with the newer OS.
