Well, whatever the problem was, switching to postfix has fixed it!

exim4 was doing ~6.5 second transactions via the SuperTool at
http://www.mxtoolbox.com
now postfix is doing the same thing in 1.2 seconds.

And the mailman lists I'm subscribed to are no longer sending 
duplicates, hooray!

Still not entirely sure what was causing it, but it seems to be working now!
