I understand that the problem is with grub, and I *did* repeat the
grub2-install to be sure.

The boot error was issues when initrd was being loaded and *before* any
kernel boot messages. So it must be grub issuing it?

The remaining question is: is it the case that one *cannot* use preupgrade
f14->f16 at all, or is it something "special" with my setup?

maybe installing a later grub will sort this one.
