I *thought* (a guess, not knowledge) that with "Swap and Go":
 - cylinders were refilled off-site
 - specifically so cylinder dates & condition were checked
 - minimises cost/equipment per fill.

And that servos owners didn't like refilling gas bottles for OH&S issues
and for the obvious commercial reason:
 attendant not at the till/console.

NFI, just adding noise to the conversation :-(
