Using a mobile phone/3G modem:-
gammu
gnokii
gsmlib
gsm-utils
OpenSMPP[*1]
GSMI/GSMD::gnokii[*2]
libsms-send-perl
smsclient
smstools

Using Skype:-
Clisk[*3]
skysentials (requires python-skype)[*4]
use the Skype public API:-
http://search.cpan.org/~ecarroll/Net-DBus-Skype-0.02/lib/Net/DBus/Skype.pm
http://intunsigned.co.uk/?p=77

There used to be some free web SMS gateways - I'm not aware of any still
running that serve Australia.

Suggestion - many mobile phones have email ability...

Cheers

[*1] Java, I haven't tested it:-
http://sourceforge.net/projects/smstools/
[*2] Perl module for gnokii (I haven't tested it)
[*3] I haven't tested it:-

[*4] I had problems with the version in the Squeeze repositories - you
may have better luck with the upstream version.
