It really depends on how reliable you need the SMS. If you control both the
sender and receiver you can confirm receipt of the message, but Australian
networks no longer support delivery notifications...anyway moving on

I've used both - the Web APIs vary depending on how much you're paying per
message (and in the case of resellers like Pennytel, who their upstream
provider is)

Using a GSM modem or a phone in modem mode, you're relying on how good the
command set is (some manufacturers don't *actually* implement the GSM set
as well as they say they do) and how good your code is!
