Only if you think of the PCIe bus as a means of delivering
images. These days a "graphics card" is really a high-powered
multiprocessor system tightly coupled with the CPU. The data
and code executing on the GPU occupies more RAM and chews up
far more cycles than the images being generated, hence the need
for all that extra bandwidth.
